Unlike most Voice-over-IP programs, Net2Phone CommCenter doesn't even let you make calls to other online users without paying. After an error message told us we didn't have enough funds, it said to allow one to two business days for the billing department to verify the funds. The interface combines the look of a pay phone and the functions of an instant messenger. On the positive side, most of the calling plans offer a great 2.9-cent rate and free incoming calls, or you can get a toll-free number that costs 7 cents a minute. Harsh restrictions keep us from recommending Net2Phone CommCenter.
